I think I'd have to agree with James here. The HTML/TXT/PDF versions 
will have to exist somewhere (preferably auto-built by some script), 
but not in CVS.

Right, and the "make dist" target in the new build system would have 
to be told where it can get current versions from to include into the 
tarball. Not a difficult thing to accomplish.
