ch 5.9 gcc-cross-final disable linking to libc

In the cross-book, chapter 5.9 gcc cross compiler final, two seds are
run to "disable gcc's linking to libc because it doesn't exist yet".
Why is this? In ch 5.8, libc has just been build.
Is it something that came from Ryan's scripts, where there are a few
extra steps to build glibc-crtobjs and a gcc-shared? In the gcc-shared
step, it makes sense, because at that time, there is no libc.
Or is it because of some crosscompiling-issue I don't understand?
