Installation of linux-libc-headers

At the beginning of the installation of the final
system (x86_64 Multilib), the book starts with
linux-libc-headers and, in these headers, it adds some
directories to the LFS standard asm (and its
associated asm-i386 and asm-x86_64) and linux: mtd,
sound and scsi. But it seems that the directory scsi
is installed again after by Glibc, which overwrite the
files copied from linux-libc-headers.
Am I right, and if yes, which headers are the best
ones, between Glibc's and Linux-libc's?
