Init can get caught in a loop if one of the files it is trying to
execute isn't executable for some reason or another. Look at the
/bin/login, /sbin/sulogin, and /sbin/agetty files. Make sure they exist,
are readable and exectuable. Also make sure they're not on a separately
mounted partition.
