sed -i -e 's@^\(all:.*\) test@\1 at g' \
    -e 's@/lib\(/\| \|$\)@/lib64\1 at g' Makefile

Results in an error during make install:

chmod a+r /usr/lib64/libbz2.a
chmod: cannot access '/usr/lib64libbz2.a': No such file or directory

Changing the sed to:

sed -i -e 's@^\(all:.*\) test@\1 at g' \
    -e 's@/lib\(/\| \|$\)@/lib64/\1 at g' Makefile

Fixes this.
