Hi, and here is my late $0.02.
I build elinks-0.9.1 RPM package like this:

# configure options are rather useless since most real options placed now in feature.h
%configure --without-x --sysconfdir=%_sysconfdir/%name

cat <<__EOF__ >>feature.h
/* ALT */
#define CONFIG_256_COLORS 1
#define CONFIG_SMB 1
#define CONFIG_CGI 1

(cd Unicode; LC_ALL=C ./gen)

cd doc
texi2html -monolithic *.texi
