He probably means mention it before that because some of the patches are
required when using specific Glibc versions.

The Checklfs package (it's discussed on the lfs-dev list so go look at the
archives if you're not subscribed to it) will fix this. You run a
pre-chapter 5 check script which will check for the static lib(n)curses.a
files and glibc verions, then lets you know if you need to apply any
patches based on your version.
