[Bug 343] Autoconf Requaires Perl

But it does require it to build.  When I was having trouble building
perl, I skipped it and tried to build the rest.  Autoconf will not
configure without perl.  

Maybe this changed when you upgraded to a new version of autoconf or
something.

The currently listed dependencies are only installation dependencies,
just like the headers say "This package requires the following to be
installed:"

We have planned on adding run-time dependencies in the near future. This
item is already in Bugzilla and will be dealt with in due time.
