It appears that the --with-curses flag is unneeded:

$ tar -xvIf bash-2.05a.tar.bz2
$ cd bash-2.05a &&
./configure --prefix=/tmp/bash1 --enable-static-link &&
make && make install
[snip]

$ cd .. && rm -rf bash-2.05a
$ tar -xvIf bash-2.05a.tar.bz2
$ cd bash-2.05a &&
./configure --prefix=/tmp/bash2 --with-curses --enable-static-link &&
make && make install
[re-snip]

$ diff -s /tmp/bash1/bin/bash /tmp/bash2/bin/bash
Files /tmp/bash1/bin/bash and /tmp/bash2/bin/bash are identical

Also, --enable-static-link and make LDFLAGS=-static produce
the same results.
