[Bug 480] Creating the links assumes being just near the / directory

The commands work. "../usr/bin/file" doens't relate to your working directory.
It relates to the directory in which the symlink is created. If you create a
symlink in /bin then ../usr/bin will work as expected.

This is all documented in the ln man page. I suggest you read it.
