udev is used to create devices from the /sys filesystem.

mov S10swap to S20swap
mov S20mountkernfs to S00mountkernfs

add udev to S10udev.

The swap has to come after, because devices are required 

The 2 moves will be done after 5.1 is released, and udev may be added to contrib
at that time.
