updated specs patch for gcc-3.4.1

This should be final cut (apart from adding some text at the top).
This was only partially script generated...
 
Dynamic linker has been modified, startfile prefix spec added and the
standard include search path fix also added.

Apart from the startfile prefix spec mod, this patch differs over the existing
patch in the application of the STANDARD_INCLUDE_DIR mod.

Existing specs patch (gcc-3.4.1-specs-1) won't clear STANDARD_INCLUDE_DIR 
under alpha, sparc, sparc64, powerpc, powerpc64 or sh.
This fixes that situation.
