See the thread starting at the above URL.  Basically, "[", "basename",
"install", "test" and "touch" can safely remain in /usr/bin.  They're not
required by the bootscripts, and the FHS doesn't stipulate their location.  This
also fixes the udev testsuite failure (bug 1611), which assumes 'test' is in
/usr/bin.  The sed we currently use to workaround that issue can therefore be
