trouble with util-linux

This is how I modified the MCONFIG file:
 OPT=		-pipe -O3 -mcpu=586 -march=i586
-fomit-frame-pointer else
  ifeq "$(CPU)" "arm"
    OPT=	-pipe -O3 -mcpu=i586 -march=i586 -fsigned-char
-fomit-frame-pointer   else
    OPT=	-O3 -mcpu=i586 -march=i586 -fomit-frame-pointer

While installing util-linux I got the following errors.

cannot find any C preprocessor (cpp)
rpcgen: C preprocessor failed with exit code 1
Your rpcgen output does not compile

[root at localhost util-linux-2.10m]# make

I tried the archives, but found no reference to my problem. I'm using LFS
2.3.5b on an AMD K6 2 500mghz with 128 mb ram. My base system is Mandrake 7.0.
 Any help will be appreciated.
