chroot to $LFS does not give me root user

I am installing 2.3.7, and I am to the point of running MAKEDEV. It is
having chown problems (invalid user).  So I tried a few other commands such
as "su" and "whoami", here are their outputs

su:		"su: user root does not exist"
whoami:	"whoami: cannot find username for UID 0"

Here is the contents of /etc/passwd
root:x:0:0:root:/root:/bin/bash

The contents of /etc/group
root:x:0:
bin:x:1:
sys:x:2:
kmem:x:3:
tty:x:4:
uucp:x:5:
daemon:x:6:
floppy:x:7:
disk:x:8:

Any ideas?
