Got it!  Had two problems. One was a typo in my
lilo.conf.  Guess I need to visit my friendly local
optometrist again :)

The second, masked by the first, was just dumb.  I
didn't check to see that /dev/hdc1 and /dev/hdc2 
existed.  They do now.
