Still, it doesn't seem to work.

If you're curious, I'm trying to login to my FTP server using an FTP app in
MacOS (but I really don't think the ftp app matters)

not enough. you have to add a shell to user ftp
either edit the passwd file and add /bin/bash at the end of the line or
next time add a user with
useradd -s /bin/bash username
