apache, ftp etc users

A safe way is to add them but not give those users means to login to the 
system. A command like this will do just fine:

groupadd groupname
useradd -g groupname -s /bin/false username

examples could be:
groupadd nogroup
useradd -g nogroup -s /bin/false nobody
groupadd bin
useradd -g bin -s /bin/false bin
