I have just read the relevant sections of LHS:
It should be possible to mount /usr read only.
a link from /usr/tmp to /var/tmp may be added
for compatibility with old software.
/usr is intended to be shared across a network,
/etc is intended to be machine specific, but
possible to mount read-only
/usr/etc is not mentioned in FHS 2.1
If it is used for read-only configuration data
that can be shared across the network then
it would be in the spirit of FHS.
I think a previous version of FHS had a link
from /usr/etc to /etc for compatibility with old
