OK,
I am sorry if these are steps that you know about and done already, but:

1. make bzImage
2. cp arch/i386/boot/bzImage  /boot
3. make modules
4. rm -r /lib/modules/<your _new_ kernel #>, just to be sure.
5. make modules_install
    If your `uname -r` is 2.4.0 series in the civil life, depmod -a
<your _new_ kernel #> will be ran for you.
    You might run depmod -a <your _new_ kernel #> yourself after that,
just in case.
6. Run lilo.
7. Reboot.
8. If it doesn't work, something is wrong.
