Yes, I've had this too. The fix was to change the TTY device of the
"sulogin" command in /etc/inittab. It defaults to /dev/console (major 4,
minor 0), but after I appended "/dev/tty1" to "sulogin" Ctrl-C, Ctrl-Z
etc. worked. (/dev/tty1 has major 4, minor 1.)
