Copy the old /dev and use devfs.

That's easy. Just export HOSTTYPE=i686 and MACHTYPE=i686-linux-gnu or
what you like.
Linux, of course, cannot use such excuses because under Linux -
"if something is possible in principle, then it is already
implemented or somebody is working on it".
