Glibc 2.1.3 installed: /usr/share/i18n/charmaps/ANSI_X3.4-1968
Do you have this?

The glibc-2.1.3 FAQ said --enable-add-ons does not add localedata.
Use --enable-add-ons=crypt,linuxthreads,localedata to get everything.
Take this with a pinch of salt because the FAQ said a large number of
things that were contradicted later in the same document. If the same
FAQ is in 2.2.x, try reading it backward.
