Problem compiling gettext using CVS built book

My happiness lasted for just a little moment. After I entered the
chroot'ed environment, I got another problem.

Starting with glibc, making the directory glibc-build worked, but when I
tried to make the new file I got the following error:

I have no name!:/usr/src/glibc-build# cat > configparms << "EOF"

I made the file from my normal system, but when I tried to "configure" I
got the same error:
