I think he meant you can get it from the Official download location for Netkit
which is the same as the one for Netkit-base which is in Appendix C. Also you
could do a search on www.freashmeat.net and see if you can't find netkit there.
There's a lot of programs with source available for download there.

Anywho the official location is
ftp://ftp.uk.linux.org/pub/linux/Networking/netkit/
