tar compile problem

While while attempting to configure tar-1.13,  I get the following
errors during the make portion of the assembly.  I have not been able to
trace this problem to any errors I could made in entering commands for
compiling.  I would appreciate any explanation for this and any solution
to avoid its reoccurrence while compiling other packages.

Making all in src
