__attribute__ is a non-ANSI extension that allows the programmer to
specify some things that can otherwise not be specified. Some attributes
exist only to allow the compiler to issue extra diagnostics, other
attributes allow better optimization, and other attributes are there to
allow specifying information that is essential for generating correct
code.
So if Perl's Configure thinks __attribute__ is not completely supported it
may result in suboptimal code.
