Well I got this error behavior with empty C[XX]FLAGS as this is recommended 
for glibc. But if I understood that correctly then the error occurs only when 
using -O2 and -mcpu=i386 (the last one might be default when there's no 
special flag)
But indeed after compiling glibc with -O2 -march=i686 -fomit-frame-pointer -s 
the ldconfig works.
