Hey now, I despise the way the US crypto laws work as much as the next
guy, but that wasn't the reason it was kept separate.  It was kept
separate because there was a licencing issue with the gov't over the use
of DES as the crypt() algorithm.  In this particular instance it would
be rude to paint things in a bad light, since the US gov't specifically 
made it official policy that enforcement of the licencing wouldn't be
pursued in the cases where there was no other suitable replacement
(which was all cases, and they knew it), but to follow the exact letter
of the law that portion of the code was stripped out into it's own
package for the time being, afaik.
