bin86 hardwiring paths

it seems that the current way we compile bin86 leaves some /usr/local
paths hardwired into as86_encap. proof:

sed -e "s:%%LIBDIR%%:/usr/local/lib:" -e "s:%%BINDIR%%:/usr/local/bin:" \
        < as86_encap.sh > tmp
mv -f tmp as86_encap
chmod +x as86_encap

i don't know what (if any) harm this is, but it just feels unclean. i
recommend changing the "make" command into "make PREFIX=/usr". there is
no harm in that. i'm a hell of a nitpicker on stuff like this though, so
keep that in mind.
