Tush, no idea. You'd have to ask them :)  I suspect there is politics
involved. The lib is shared between gcc, binutils, gdb and who knows what
else. The top level of those build systems seems to be controlled by some
mystical cabal. But "rm /usr/lib/libiberty.a" is easy.
