in the src/INSTALL file it mentions using "make VIMRCLOC=/etc
VIMRUNTIMEDIR=/usr/share/vim", here's a qote :

Some Linux distributions prefer to put the global vimrc file in /etc, and the
Vim runtime files in /usr. This can be done with:
