Patch for tar - Gettext 0.12.x

I found out when trying to recompile that tar will exit out with the
following error

/usr/bin/xgettext: Non-ASCII string at tests/genfile.c:165.
Please specify the source encoding through --from-code.
mv: cannot stat `tar.po': No such file or directory
make[3]: *** [tar.pot] Error 1
make[2]: *** [all-recursive] Error 1
make[1]: *** [all-recursive-am] Error 2
make: *** [/var/lfsupdate/Info/core/tar-1.13] Error 2

It was a simple fix for a change, there is a character on genfile.c.165 that
xgettext doesn't understand.

Here is the patch.
