[PATCH] Inetutils: allow users to talk using 8-bit characters

The patch below is taken from inetutils' CVS. It makes the talk program display
8-bit characters correctly (important for Russians :-) I don't think that it is a tweak,
it's rather a trivial bugfix, but it's up to Gerard to decide if it should pass into the book.
