glibc-2.3.2 and touching $LFS/stage1/etc/ld.so.conf

I believe we don't need to mkdir /stage1/etc and touch /stage1/etc/ld.so.conf
anymore. Previous Glibc versions would exit with a fatal error if that file
was not readable. I just installed Glibc-2.3.2 and it doesn't error like that
anymore. Towards the very end, when it runs:

test ! -x /mnt/lfs/stage1/build/glibc-build/elf/ldconfig || LC_ALL=C
LANGUAGE=C \
  /mnt/lfs/stage1/build/glibc-build/elf/ldconfig  \
                               /stage1/lib /stage1/lib
make[1]: Leaving directory `/mnt/lfs/stage1/build/glibc-2.3.2'

It will show a warning that it can't find ld.so.conf like so:

test ! -x /mnt/lfs/stage1/build/glibc-build/elf/ldconfig || LC_ALL=C
LANGUAGE=C \
  /mnt/lfs/stage1/build/glibc-build/elf/ldconfig  \
                               /stage1/lib /stage1/lib
/mnt/lfs/stage1/build/glibc-build/elf/ldconfig: Can't open configuration file
/stage1/etc/ld.so.conf: No such file or directory
make[1]: Leaving directory `/mnt/lfs/stage1/build/glibc-2.3.2'
lfs at lorien/mnt/lfs/stage1/build/glibc-build$

But it doesn't exit with an error. I've removed that touch command from the
book (for now anyway).
