why a chmod 644 for logfiles?

Could someone please tell me why a 'chmod 644' is needed for the login
logfiles? When the reader su's from lfs to root, root will inherit the
022 umask automatically, so there is no need for this chmod. And if the
reader becomes root via a different path, shouldn't we make sure that
the umask is set to 022 again? Because the config files that are catted
later should all have mode 644, I imagine, apart from the lex script.
