Other than kernel headers problems, that's true.

My concern with providing a kernel patch is that it's more likely (IMHO)
that people will upgrade their kernel frequently; certainly much more
often than they'd upgrade the hotplug scripts package. Every time they
upgrade they need to ensure the patch is in place, or their system could
have difficulty booting properly.
