Well, if you look at the structure of the content, it is actually a list 
of links. If we want the XHTML to be as semantic as possible, it would 
be best to describe the list as such and use [ul].

Look at it this way: what is the best markup available which describes 
this particular piece of content? Is it a paragraph with links which 
should be displayed as a list, or is it a list of links?
