When make sees a variable that hasn't been defined yet, it checks the
environment for a variable with the same name, and imports that value if
present.  If, however, the variable has been defined in the Makefile, it
doesn't check the environment.  Specifying the variable and value before
"make" puts it into the environment.

Specifying the variable and value *after* "make", OTOH, causes make to
override any definition in the Makefile.
