LFS Mail Problem?

I think its the network admins down at our school.  The system has been 
working fine for over a year.  Now the messages are being blocked.  They 
have a way of changing things on Friday afternoons and not telling the 

I can ssh into the server.   I can ssh out of the server to lfs.  I 
cannot telnet out of the mail server on port 25 to anybody.  The system 
is in DNS as a mail server:

I don't think its a swbell problem.  I now think district network admins 
are blocking port 25 outbound.  Thanks for the debug help!
