You can use 'svn diff' + a cron job to do that. 

You need watch {trunk,branches/testing}/general.ent, for packages versions, 
and {trunk,branches/testing}/chapter03/packages.xml + 
{trunk,branches/testing}/chapter03/patches.xml for packages & patches 
names/official URLs.
