Also, FWIW, I've done testing and this bug disappears with recent tar. I
think the last one I tested was 1.16. I even spoke with Patrick
Volkerding about it and he acknowledged that the bug hasn't been present
in the latest versions. But he said he's inclined to leave the
requirement in place since it is known to work and to avoid potential
future problems of a similar nature.
