What if there is no makeinfo on the host? I've come up with
this solution:

echo "MAKEINFO = :" >> Makefile

The beauty of this hack is that it solves all makeinfo related problems. ie:
it eliminates the dependence on texinfo entirely, even for the pesky HJL
binutils case. Sweet.
