e2fsprogs in chapter 5?

As I'm going through the book, I realized I couldn't place why e2fsprogs 
is built in chapter 5. The description about udev needing its headers 
makes no sense to me...

Was this a mistake?

In any case, is this statement right? "Install the static libraries and 
headers required by Udev:"

Shouldn't that be util-linux-ng?
