Quantum HTTP processes using 100% CPU?

OK, I restarted apache, but it still seems to be hogging the CPU.  I'll see if
I can dig deeper tonight (19:05 GMT here), but if anyone else wants to jump in
feel free.

(ccing server-admin for other admins to get visibility).
