Glibc locale instructions

On a related note, the sed for vi_VN.TCVN seems to be outdated.  Just 
went through the locales again and it cruised right on through both 
vi_VN locales.  Whether or not they are broken still is beyond me, but 
they don't hesitate anymore, so the instructions should go.
