I'd really rather leave the Toolchain Technical Notes where they are. In terms of my ability to learn something, I much rather have what I'm about to do explained to me before I do it, rather than do it 'blind' then be told why I just did what I did. If, after completing the exercise, I don't understand what I just did, I can refer back to the previous explanation and then the repetition of that instructional material, coupled with the practical exercise I just completed, helps stuff to sink in...sometimes :)
I understand that folks will have different methods of teaching & learning that they find the most effective, but the above is my own experience.
My preference would be to keep the first 3 'Introduction' paragraphs where they are, then have the Toolchain Technical Notes, then the rest of the 'Introduction' material, maybe labelled as something like 'General Compilation Instructions'. That new page would make it clear that all of the information on that page applies to each and every package.
