LFS Ticket system

OK, I deleted that login from LFS trac, so please re-register the same one.  I 
also gave you TICKET_ADMIN privs, but any authenticated user should be able to 
do a TICKET_CREATE or TICKET_APPEND.

The only thing an unauthenticated (not logged in) user can do is *_VIEW
