Util-linux-ng-2.16-rc2 no longer uses /etc/adjtime

Under previous versions of Util-linux-ng we've always complied with the
FHS by changing /etc/adjtime to /var/lib/hwclock/adjtime. It now seems
that 2.16-rc2 uses /var/lib/hwclock/adjtime and makes the sed command
defunct. We can remove therefore remove the FHS compliance notes for
2.16.
