gawk-3.1.7

Gawk 3.1.7 was released yesterday. I think we should include this in
6.5 as it removes the need for ac_cv_func_working_mktime. Grep'ing the
configure output shows "checking for working mktime... yes" with the use
of './configure --prefix=/tools'.
